Top stories
A 350,000-unit quota on Chinese hybrids
The European Commission confirmed a quota limiting imports of Chinese hybrids and plug-in hybrids to 350,000 a year. It starts on 1 December, runs for four years, and rises 6% a year from the second year. That is less than half of the roughly 800,000 Chinese hybrids the European Commission estimates will be imported this year (as reported by electrive). EU officials told The Guardian that cars above the quota would not be tariffed but held in customs at European ports, though other reports say enforcement is not settled. Chinese-brand cars assembled in the EU, such as those built in Hungary, are not covered.
In return, China will cut tariffs on about €4 billion of EU exports, including car parts, olive oil and footwear. The EU trade commissioner estimated duty savings of at least €225 million.

Los Angeles posts its busiest month ever
The Port of Los Angeles handled 1,042,652 TEUs in September, setting a new monthly high for the port since it opened 118 years ago. The previous record, from July 2025, was beaten by over 20,000 TEUs. Loaded imports rose 19% year on year to 545,696 TEUs, and loaded exports rose 10% to 125,751 TEUs.

Riyadh airport attack and oil
Two Houthi strikes on Riyadh’s King Khalid International Airport on 10 and 11 October (local time) killed at least 13 people (reports vary) and injured about 320. On Middle East supply fears, Brent crude futures rose 0.73% to $105.48 a barrel.

Updates to earlier briefings
- Drewry WCI ($4,351 per 40-foot container as of 8 October, down 2%): no new release since the 10-12 briefing.
- Russian diesel supply deal: no change from the 10-11 briefing.

Practical impact for exporters and importers
Companies supplying hybrid vehicles or related parts to Europe should check shipment schedules and whether final assembly happens inside the EU before the December start. Because cars above the quota may be held in customs, plan year-end volumes conservatively until the implementing rules are out. Exporters of car parts, olive oil or footwear to China should check which tariff cuts apply and when, so they can reflect them in pricing.
Import volumes are surging through US West Coast ports, so book inland trucking and terminal pickups early. With oil rising on Middle East risk, it is also a good time to recheck fuel surcharge and cargo insurance terms (see Institute Cargo Clauses A, B, C).
FAQ
When does the China-EU hybrid quota take effect?
The EU plans to apply the 350,000-unit annual quota from 1 December. It runs for four years and rises 6% a year from the second year.
Are Chinese-brand cars assembled in the EU covered?
No. EU officials confirmed that Chinese-brand cars assembled inside the EU, for example in Hungary, are not subject to the quota.
What happens to cars above the quota?
EU officials said they would be held in customs at European ports without extra tariffs. Other reports mention supplementary tariffs, so check the implementing rules for the final enforcement method.
