Key takeaways
- The WTO Goods Trade Barometer rose to 102.0 from 101.7, as demand for AI-linked electronic components offsets the drag from tariffs and Middle East tensions.
- The Drewry World Container Index fell 2% in a week to $4,351 per 40-foot container during China’s Golden Week, but Shanghai-Los Angeles and Shanghai-New York rates remain high.
- The China-EU understanding to cut hybrid exports remains an open question for European auto parts and rare-earth sourcing until implementation details are published.
Trade volumes are running above trend, but ocean freight and fuel costs are slow to come down. Volume plans and freight quotes need separate checks right now.
Top stories
WTO Goods Trade Barometer at 102.0
The World Trade Organization’s September Goods Trade Barometer put the headline index at 102.0, up slightly from 101.7 in June. A reading above the 100 baseline means merchandise trade volumes are growing faster than the recent trend. The WTO said demand for electronic components tied to AI infrastructure investment is largely offsetting the effects of Middle East conflict and trade-policy uncertainty.
Component indices were electronic components 104.9, export orders 103.5, air freight 102.8, agricultural raw materials 102.6 and automotive products 101.5. Container shipping was the only one slightly below trend, at 99.6.

Container freight after Golden Week
The Drewry WCI fell 2% to $4,351 per 40-foot container for the week of 8 October, as China’s Golden Week holiday softened demand on transpacific and Asia-Europe lanes. Even so, Shanghai-Los Angeles stood at $7,624 (down 3%) and Shanghai-New York at $10,220 (down 2%), while Shanghai-Rotterdam was $3,337.
With Brent holding around $104 a barrel and Hormuz risks persisting, bunker surcharges are unlikely to fall quickly. Oil and freight trends were also covered in the 11 October briefing.

China-EU hybrid understanding: what is still open
China and the EU reached an understanding under which Chinese hybrid and plug-in hybrid exports to the EU would be more than halved over four years. The package also covers better market access for about €4 billion of EU goods and smoother rare-earth export licensing. Company-level volumes and minimum prices have not been published, so the real impact depends on follow-up announcements.
What it means for importers and exporters
With electronic components and air freight indices strong, firms in those categories can plan inventory and sourcing around continued demand. Asia-US ocean rates are still high, though, so get fresh quotes before booking and re-check bunker surcharge and freight adjustment clauses in contracts.
For US-bound cargo, confirm duty rates by HS code (see how exporters classify goods by HS code). Companies that rely on Chinese rare earths or magnets should watch whether licensing actually speeds up, and suppliers of hybrid parts for Europe should review alternative markets and currency exposure ahead of any quota details.
FAQ
What does a WTO barometer reading of 102 mean in practice?
It signals that merchandise trade is running above its recent trend baseline of 100. Electronic components are strongest at 104.9, so AI-related demand is a key support; firms in those categories can plan for sustained volume while keeping an eye on geopolitical risk.
Rates fell this week. Should I rush shipments?
The dip mostly reflects the temporary Golden Week lull. Asia-US lanes remain expensive, so compare quotes from several carriers and check bunker surcharge changes before deciding.
Is the China-EU hybrid understanding already in force?
The understanding has been reached, but company-level quotas and price undertakings have not been published. Watch for follow-up notices from EU and Chinese authorities.
