Key takeaways
- China’s Ministry of Finance and State Taxation Administration will cut the VAT export rebate on new energy vehicles from 13% to 9% from 1 April 2027. Export consumption-tax treatment for taxable items is unchanged.
- South Korea’s exports for 1–10 October reached $26.1 billion, up 102.0% year on year and a record for the period. Much of that jump is a base effect: last year’s Chuseok holiday left only 3.5 working days in the period, against 5.5 this year; on a daily-average basis exports rose 28.5%.
- Brent crude futures settled at $105.69 a barrel on 13 October, down $0.96, after closing at $106.65 the day before, the highest settlement since 15 September. Another tanker fire was reported in the Strait of Hormuz.
Top stories
China lowers the NEV export rebate from 13% to 9%
In Announcement No. 29 of 2026, dated 12 October, China’s Ministry of Finance and State Taxation Administration said the VAT export rebate rate for new energy vehicles will fall from 13% to 9% from 1 April 2027. Annex 1 lists 67 tariff lines, covering battery-electric passenger cars, plug-in hybrids, electric buses and goods vehicles, and electric road tractors for semi-trailers. From the same date, VAT export rebates are removed entirely for e-cigarette devices and other items listed in Annex 2.
Export consumption-tax refunds and exemptions for taxable items stay unchanged. The applicable rate is determined by the export date on the customs export declaration. Caixin reported that the 13% rebate for combustion-engine vehicles will remain, and that the cut is expected to raise Chinese automakers’ export costs and could lead to higher overseas prices.

Korea’s early-October exports reach $26.1 billion
According to the Korea Customs Service, exports for 1–10 October reached $26.1 billion, up 102.0% from a year earlier. That is a record for the period, more than $10 billion above the previous high of $15.3 billion set in early October 2024. Because working days rose from 3.5 last year to 5.5 this year, the daily average is the better gauge: it rose 28.5% to $4.75 billion, also a record.

Brent above $105 as Gulf tensions persist
On 13 October, Brent crude futures (December) settled $0.96 lower at $105.69 a barrel, while WTI (November) rose $0.40 to $94.14. Brent had closed at $106.65 the previous day, its highest settlement since 15 September, and Tuesday’s dip ended a three-session winning streak. WTI held up better as US diesel futures rose.
Newsquawk reported that the Houthis threatened to strike Saudi Aramco facilities, and that Iranian authorities said a “violating” oil tanker caught fire in the eastern Strait of Hormuz. Meanwhile, OPEC’s October monthly report put Saudi crude output at 8.372 million barrels a day in September, up from 6.238 million in August, which weighed on prices after its release.

Updates to earlier briefings
- Drewry WCI ($4,351 per 40-foot container as of 8 October, down 2%): no new release since the 10-12 briefing. By lane, Shanghai–Los Angeles was $7,624 (down 3%), Shanghai–New York $10,220 (down 2%) and Shanghai–Rotterdam $3,337 (down 2%), and Drewry expected rates to stay stable this week. - The IRGC’s claimed strike on the LPG carrier NV Sunshine (fire in the engine room and propulsion system) was covered in the 10-10 briefing. Reports of attacks on ships in the Strait of Hormuz have continued this week.

Practical impact for exporters and importers
Companies importing or distributing Chinese EVs or plug-in hybrids should expect suppliers’ costs to rise for shipments from April 2027, and consider price-adjustment clauses in contracts for delivery from the second quarter of 2027. Because the rate is set by the export date on the declaration, suppliers may try to bring shipments forward before the end of March 2027. Check coverage against the tariff lines in Annex 1 (parts of HS 8701, 8702, 8703, 8704 and 8709).
Korean exports are now heavily concentrated in chips, which make up nearly half the total. When comparing results for other products, use daily averages to strip out the working-day effect. With oil above $100 and Hormuz risk ongoing, keep checking fuel surcharges and cargo insurance terms (see Institute Cargo Clauses A, B, C).
FAQ
When does China’s NEV export rebate cut take effect?
From 1 April 2027. The rate is determined by the export date on the customs declaration, so exports declared before then still receive 13%.
Does the cut also apply to combustion-engine vehicles?
No. The announcement covers only the new energy vehicle lines in Annex 1, and Caixin reported that the 13% rebate for combustion-engine vehicles remains.
Did Korea’s exports really double in early October?
The total more than doubled, but much of that is a base effect: last year’s Chuseok holiday left only 3.5 working days in the period, against 5.5 this year. On a daily-average basis, exports rose 28.5% to $4.75 billion, which is still a record for the period.
