Container rates have eased modestly on softer demand, and the Los Angeles-Long Beach watchmen strike deadline has been pushed to 5pm Pacific Time on 4 November.

Hormuz tanker mine attacks: what is confirmed?
Iran’s Revolutionary Guards said three tankers using an unauthorised southern route struck mines and caught fire over 24 hours, and Iranian forces (Iran’s army, according to CNBC) claimed a fourth vessel was damaged east of the strait. These claims have not been independently confirmed.
Separately, a small boat reportedly attached two limpet mines to the Panama-flagged Louise 1, causing an engine-room fire (UKMTO, maritime security sources). Maritime security sources assessed it as the first successful use of such devices since the conflict began. US Central Command has disputed claims of mines on primary routes. According to Drewry, only two vessels transited Hormuz last week. See the 10/30 briefing for the previous day.

How far have container rates eased?
Drewry’s WCI fell 3% to $4,429 per 40-foot container as of 29 October. Shanghai-Los Angeles dropped 6% to $7,514 and Shanghai-New York fell 5% to $9,631. Shanghai-Rotterdam rose 1% to $3,686, while Shanghai-Genoa held at $4,151.
The National Retail Federation expects US ocean imports to fall 11% month-on-month in November. Suez Canal transits hit a yearly high of 62 last week, but Hormuz remains heavily restricted.

Has the LA-Long Beach strike been delayed?
ILWU Local 26 (about 250 watchmen) and the PMA agreed to extend the strike deadline from 1 November to 5pm Pacific Time on 4 November. The terminals where these watchmen work handle roughly 85% of Long Beach cargo and 33% of Los Angeles cargo. If a strike starts and other ILWU members do not cross picket lines, operations at those terminals could halt. Background is in the 10/29 briefing.

Will the US-China port fee suspension be extended?
The USTR sought comments, due 30 October, on extending the suspension of port fees on China-linked vessels through 9 January 2027, in line with the broader trade truce extension. The current suspension expires on 9 November 2026. It is not final yet, so watch for the official decision.

What it means for importers and exporters
- Freight: transpacific lanes are soft in the short term while Asia-Europe holds steady. Fuel surcharges and war-risk premiums remain sensitive to Hormuz (BAF surcharge guide).
- Oil: fuel costs may stay elevated while Hormuz transits remain restricted.
- US-bound cargo: monitor LA/LB appointments and pickups through early November. A terminal stoppage can push pickups past free time (demurrage and detention guide).
- US-China trade: confirm with your carrier whether China-linked vessel fees apply.
Check now: carrier FAK and surcharge notices, terminal booking availability, and war-risk clauses in your insurance policies.

FAQ
Have the tanker mine strikes been confirmed?
The three-tanker strike is a Revolutionary Guards claim and has not been independently confirmed. US Central Command has disputed claims of mines on primary routes.
Will container rates keep falling?
The WCI fell 3% in a week and the NRF expects lower US imports in November. Surcharges can still change with Hormuz and the West Coast strike, so check quote validity.
When will the LA-Long Beach strike be decided?
The new deadline is 5pm Pacific Time on 4 November. A deal or another extension could come before then, so watch carrier and forwarder notices.
